Central Asia and the Caucasus Association of Agricultural Research Institutions (CACAARI) expresses its high respect and has an honor to inform you that the Association serves as a platform for collaboration and actions on Agricultural Research for Development (ARD) in the Central Asia and the South Caucasus (Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan). One of the key tasks for the CACAARI is to maintain constant liaison with global and regional institutions on ARD as well as international agencies and national institutions related to ARD including farmers’ organizations, NGOs, universities and research institutes.

A Face-to-Face consultation meeting, organized by CACAARI in Tashkent, 16-17 October 2009, was attended by about 90 participants that represented research and educational institutions, farmers and farmer organizations, NGOs, policy makers, and private organizations.

Constituent Meetings of the Consortium of Non-Governmental Organizations of Central Asia and South Caucasus (CNGO-CAC) and the Consortium of Farmer Organizations of Central Asia and South Caucasus under CACAARI (CFO-CAC) were held on October 14 and 15 2009 in Business Center “Poytakht”, Tashkent, Uzbekistan. About 20 participants attended the two meetings chaired by the CACAARI Chairperson Acad. Hukmatullo M. Ahmadov. The purpose of each meeting was to gather all concerned agricultural organization representatives throughout the CAC region around the table and discuss issues relating to agricultural research for development in the region. Participants also were able to provide their inputs into the GCARD process. Last, but not the least, the founding Charters of the Consortia were discussed and approved at the meeting.

The Annual Meeting of the Steering Committee of the Central Asia and the Caucasus Association of Agricultural Research Institutes was held in Tbilisi, Georgia on September 15, 2009. The meeting brought together Steering Committee members from eight countries of the region – Dr. Levon Minosyan from Armenia, Acad. Asad Musaev from Azerbaijan, Dr. Guram Aleksidze from Georgia, Dr. Abdrahman Ombaev from Kazakhstan, Acad. Jamin Akimaliev from Kyrgyzstan, Acad. Hukmatullo Ahmadov from Tajikistan, Dr. Muhammed Nepesov from Turkmenistan and Dr. Bakhtiyar Kamilov from Uzbekistan, as well as partners from Georgian agricultural organizations and CGIAR-CAC Program. Present were also Dr. Faisah Taha, Director General of ICBA and Dr. Kamil Shideed of ICARDA, as well as Dr. Ajit Maru of GFAR.

During these five days of consultations, we have already heard from participants from different organizations like research institutions, universities, NGOs, academicians and private sector. Already, we have received contributions from all the eight countries of the region but more contributions have been received from Azerbaijan, Armenia, Georgia, Tajikistan and Uzbekistan. We encourage greater participation from Kazakhstan, Kyrgyzstan and Turkmenistan. As moderators, we thank you for your participation and valuable time for these consultations.

Why is there a Need for a Regional Review in CAC?
The world is now facing many development challenges especially in the present times of food shortage and global recession. Hunger, poverty, and environment (including climate change) are some of the major challenges that humanity is now facing. These challenges are directly related to agriculture, which play an important role in alleviating them. These challenges require from us some serious rethinking and planning of our strategies of agricultural research to meet these challenges.

CACAARI Regional Review consultant, Dr. Surendra Beniwal, was asked to prepare a draft outline of key issues and most important priorities for the region.

CACAARI is pleased to announce that Dr. Surendra P.S. Beniwal has been chosen as the CACAARI Consultation for Regional Review.
Dr. Beniwal acquired a PhD in Botany and Plant Pathology from Auburn University, USA in 1972. He has more than 30 years of experience in agricultural research, education and development, in different multi-task positions and environments in five diverse regions of Asia and Africa.

The Global Conference on Agricultural Research for Development (GCARD) 2010 being held in Montpellier, France from 28-31 March 2010 will provide a global action plan and strategy for improving agricultural research in order to make maximum impact on development, especially of the poor. This plan and strategy will be developed on the basis of a global framework of agricultural research needs and priorities, which will be established through consultations with representatives from a wide range of agricultural research stakeholders around the world. The Conference is expected to usher in change that will reshape agricultural research and innovation and improve resources for research.

This eight-page draft document describes five Recommendations to be deliberated in the Scientific Conference for consideration by the UNCCD Committee on Science and Technology and the Conference of Parties during its Ninth Session in Buenos Aires. These Recommendations emanate from the deliberations of the three Conference Working Groups and are intended to be useful for decision-making in land and water management.

General Assembly Meeting of the Association of Central Asia and the Caucasus Agricultural Research Institutes (CACAARI) was held on 17th of September, 2008, in Tashkent, Uzbekistan, under facilitation of the ICARDA Regional Program for CAC and Program Facilitation Unit of the CGIAR-CAC Program. It should be also highlighted that two days earlier, on 15th of September, Prof. Dr. Adel El-Beltagy, Chairman, GFAR, met with the NARS leaders from the CAC countries and discussed with them the future opportunities for strengthening CACAARI. Several action points were agreed upon during that meeting on 15th September on this regard.
